Overview of the System

The Specified Skills system is designed to accept foreign workers who have a certain level of expertise and skills and can contribute immediately, in industrial sectors where it remains difficult to secure human resources despite efforts to improve productivity and secure domestic talent.
In the building cleaning sector, organizations can accept both Specified Skills No. 1 and No. 2 foreign workers.

The scope of work for foreign workers with specified skills in the building cleaning sector is defined by the relevant government ministries.

Employment Requirements for Accepting Organizations

Organizations that wish to employ foreign workers with specified skills in building cleaning must meet the following requirements.

1. Registration as "Building Cleaning Business (No.1)" or "Comprehensive Building Environmental Sanitation Management Business (No.8)"

Under the Building Sanitation Act, organizations can register with the prefectural governor. To employ foreign workers, the office must be registered under either the Building Cleaning Business (No.1) or Comprehensive Building Environmental Sanitation Management Business (No.8) (hereinafter referred to as "Governor Registration").
Registration requires meeting personnel, material, and other requirements.

Registration Requirements (Overview)
Requirement Building Cleaning Business (No.1) Comprehensive Building Environmental Sanitation Management Business (No.8)
Personnel Requirements ・Cleaning Work Supervisor
Must be a Level 1 or Single-level Building Cleaning Technician (internal link) or Building Environmental Sanitation Management Technician, and have completed the Cleaning Work Supervisor Course registered with the Minister of Health, Labour and Welfare.
・Workers must have completed training
・Chief Manager
Must be a Building Environmental Sanitation Management Technician who completed a course registered with the Minister of Health, Labour and Welfare
・Cleaning Work Supervisor (same as above)
・Air Conditioning and Plumbing Management Supervisor
Must have completed a course conducted by a registered Building Facilities Management Technician or Building Environmental Sanitation Management Technician
・Air Quality Measurement Implementer
Must have completed a course conducted by a person registered with the Minister of Health, Labour and Welfare, or be a Building Environmental Sanitation Management Technician (retraining required)
Material Requirements (1) Vacuum cleaner
(2) Floor polishing machine
(1) Vacuum cleaner
(2) Floor polishing machine
(3) Equipment for air quality measurement business
(4) Residual chlorine meter

2. Membership in the Building Cleaning Sector Specified Skills Council

Before accepting foreign workers with specified skills, organizations must become members of the Building Cleaning Sector Specified Skills Council established by the Health and Living Hygiene Division, Ministry of Health, Labour and Welfare.

Procedures for Hiring Foreigners

1. How to Obtain the "Specified Skills" Residence Status

Accepting organizations assist the foreign worker in obtaining (or changing to) the appropriate residence status. Academic background or nationality is not required, but skills and Japanese language proficiency are necessary.

  Specified Skills No.1 in Building Cleaning Specified Skills No.2 in Building Cleaning
Acquisition Method Two options:
〇 Exam Route
・Pass the Specified Skills No.1 Evaluation Exam
・Pass the Basic Japanese Test or Japanese Language Proficiency Test N4 or above
〇 Training Route
Complete the Building Cleaning Technical Intern Training No.2 successfully
Two options:
〇 Specified Skills No.2 Evaluation Exam Route
Pass the Specified Skills No.2 Evaluation Exam
〇 Level 1 Skill Test Route (note)
Pass the Building Cleaning Level 1 Skill Test
Work Experience No experience required At least 2 years of practical experience in site management required (external link, Ministry of Health, Labour and Welfare)
Support from Accepting Organization and Registered Support Organization Applicable Not applicable

2. Procedures for Obtaining or Changing Residence Status

Foreign workers with specified skills must obtain or change their residence status at the Immigration Services Agency of Japan to work in Japan. The required procedures differ depending on whether the foreign worker is already in Japan (e.g., Technical Intern Trainee, Student) or outside Japan, or if they were a former Technical Intern Trainee.
Procedures can be carried out by the accepting organization itself or delegated to a registered support organization.

Issuance of Various Certificates

1. Certificate of Passing the Specified Skills No.1 & No.2 Evaluation Exams

※ From March 10, 2025, the application procedure for certificates has changed. (Issuance fee remains the same)

2. Level 1 Building Cleaning Skill Test Certificate

After passing, it is issued to the foreign worker. If lost, please reissue it.

3. Certificate of Practical Experience Required for Specified Skills No.2

Foreign workers passing the Level 1 Skill Test and moving to Specified Skills No.2 require a separate certificate of practical experience in site management. The examination of practical experience is conducted by the National Building Maintenance Association.
