 Purpose and Benefits of the Examination

 Purpose


Japan’s agricultural sector is facing a serious labor shortage. To address this issue, a new framework has been established to accept foreign workers who can immediately contribute at agricultural sites in Japan, under a new residence status known as “Specified Skilled Worker.”

In addition to the Technical Intern Training Program, this system is expected to support the maintenance and development of Japanese agriculture. Under this framework, foreign nationals must meet the requirements regarding agricultural knowledge and skills as stipulated by Japanese law in order to work in the agricultural sector.

Accordingly, with subsidies from the Ministry of Agriculture, Forestry and Fisheries, the National Chamber of Agriculture decided to implement an examination to confirm and assess foreign nationals’ knowledge and skills related to agriculture prior to entry into Japan (Agriculture Skill Assessment Test), starting from fiscal year 2019.

The examination consists of two categories: “Crop Farming” and “Livestock Farming.” These examinations also include questions to confirm and assess whether the examinee possesses the Japanese language proficiency necessary to carry out agricultural support activities.


 Benefits


Those who pass this examination will be recognized as “individuals who possess skills requiring a considerable level of knowledge or experience related to agriculture,” which is one of the requirements for working in Japan. An overview of these requirements is summarized under “System Requirements.” Please note that, in order to actually work in Japan under this system, the individual must be employed by an appropriate accepting organization.

 System Requirements

 Standards for Specified Skilled Foreign Workers in the Agricultural Sector

 To engage in agriculture under the residence status “Specified Skilled Worker,” the following requirements must be met:
  1. Be at least 18 years of age
  2. Be in good health
  3. Possess skills requiring a considerable level of agricultural knowledge or experience
  4. Possess basic Japanese language ability

 Regarding “skills requiring a considerable level of knowledge or experience”

 Item (3) above applies to individuals who meet one of the following criteria. These skills include Japanese language ability to listen to and understand agricultural work instructions given in Japanese.
 <For those engaged in crop farming>
  1. Successfully completed Technical Intern Training (ii) related to crop farming
  2. Passed the Agriculture Skill Assessment Test (General Crop Farming)
 <For those engaged in livestock farming>
  1. Successfully completed Technical Intern Training (ii) related to livestock farming
  2. Passed the Agriculture Skill Assessment Test (General Livestock Farming)


 Regarding “basic Japanese language ability”

 Item (4) above means having sufficient Japanese ability for daily conversation without difficulty in daily life. Specifically, this applies to individuals who meet one of the following conditions:
  1. Passed the Basic Japanese Test administered by the Japan Foundation
  2. Passed the Japanese-Language Proficiency Test (N4 or above) administered by the Japan Foundation and Japan Educational Exchanges and Services
  3. Successfully completed Technical Intern Training (ii)
